The 3-tier governance model
Tier 1 — Steering. Executive sponsors set direction and unblock at the business level. Tier 2 — Delivery governance. A change-control board owns scope, risk and schedule with defined SLAs. Tier 3 — Execution. Workstream leads run the day-to-day with full traceability to the plan.
